Associating weather societies across Europe, Part 2

A number of societies of meteorologists from separate European nations decided in 1997 to establish a European Meteorological Society (EMS) for dealing with matters which would be practical to handle on a European scale. They decided to make the EMS a lightweight dome organisation, neither ruled top?down by the international dome nor organised bottom?up by individual members. Its structure is in between - a society of societies with a small secretariat, facilitating cooperation between national societies for matters such as conferences and accreditation. Development of this unusual but effective international scientific network alongside vested top?down interests was an instructive challenge.
