How rare is that storm or flood?

The rarity of storms and floods is of great scientific and human importance. However, the data requirements of the methods of analysis have not been studied. As a result there has been great uncertainty and debate about the rarity of these events. By applying a simple test, this problem is largely overcome since more realistic estimates are produced. The new approach should be supported by historical evidence and physically-based estimates of maximum rainfall.
