The effects of changes in observation time on meteorological data are well known. What has not been accounted for are historical changes in how local civil time has actually been defined. Using New Zealand by way of example, the effect of this on the temperature record is reconstructed, showing a cooling bias due to the 'reset minimum' effect and an underestimate of the true degree of warming over the past 140 years. Changes in the definition of Civil Time are not unique to New Zealand, with potential consequences for the global terrestrial temperature record.</p>
